  • Building Alliances with Other Groups: In conflict zones, terrorist groups can form alliances with other militant groups, criminal organizations, and local warlords. These alliances can provide additional resources, manpower, and operational support.

  • Example: Al-Qaeda has built networks of affiliated groups across the Middle East, North Africa, and South Asia, leveraging local conflicts to expand their influence and operational reach.

Accessing Resources and Weapons

  • Seizing Military Supplies: Wars often lead to the abandonment or capture of military equipment and supplies. Terrorist groups can acquire these resources to enhance their military capabilities.

  • Example: ISIS captured significant amounts of military equipment from Iraqi and Syrian forces, including tanks, artillery, and small arms, significantly boosting their combat effectiveness.
